Public Safety CBRNE Response - Sampling Techniques and Guidelines (PER-222)

This performance-level course prepares emergency responders with hazardous materials backgrounds to safely and effectively support response operations during a CBRNE incident. Participants learn to coordinate with local and state agencies, assess CBRNE incidents, conduct area surveys, characterize and screen materials, and perform public safety sampling in hazardous environments.

Through a combination of classroom instruction and hands-on skill development, the course emphasizes forensically valid sampling practices, including proper chain-of-custody procedures from collection through laboratory analysis. Training also reinforces National Incident Management System (NIMS) principles, highlighting teamwork, Incident Command, and Unified Command operations.

Delivered in a direct-delivery format by NCBRT instructors, the course provides practical experience using personal protective equipment (PPE) and prepares participants to perform critical sampling and survey functions during CBRNE responses.

Target Audience 

The target audience for this course includes:

  • Emergency responders most likely to be called upon to operate within the exclusion zone of a CBRNE incident involving hazardous materials
  • Responders able to utilize personal protective equipment (PPE) at Level C or higher, employ monitoring and detection devices and procedures and obtain samples from the scene for analysis
  • Responders who work with HazMat teams in roles that do not require exclusion zone entry
  • Personnel responsible for receiving and transporting a public safety sample from the HazMat team to a laboratory​
